Gesellschaftskultur, nicht Leitkultur! Martin Schulz hat ausnahmsweise Recht. Die Leitkulturdiskussion dieser Tage ist eine Scheindebatte. Möglicherweise aber aus anderen Gründen, als Schulz meint. Denn eigentlich könnte dieser Diskurs die Frage präzisieren helfen, um welche Form von Integration es in Deutschland eigentlich gehen soll. Der durch seinen beliebigen Gebrauch fast völlig entleerte Integrationsbegriff ist nämlich so inhaltsleer, dass bei Migranten gelegentlich schon die dürftige Tatsache, strafrechtlich noch nicht in Erscheinung getreten zu sein, als Nachweis einer gelungenen Integration durchgeht. Aber statt eines ernsthaften Diskurses traktieren Leitkulturbefürworter und Leitkulturgegner die Öffentlichkeit mit vorwiegend seichten Argumenten. Die Banalität dieser Argumente ist es, die die Scheindebatte ausmacht. Sie wird ihrem Gegenstand nicht gerecht. Gegenstand ist das wohl wichtigste Zukunftsthema unseres Landes. Ein wirklicher gesellschaftlicher Diskurs, auf den eine demokratische Gesellschaft Anspruch hat, muss deshalb bei der grundlegenden Frage beginnen: Welche Vorstellung von zukünftiger Gesellschaft haben die Bürger? Daraus folgen weitere Fragen: Erstens, will die Gesellschaft überhaupt Einwanderung? Wenn ja, in welchem Umfang und welche Einwanderer? In diese Frage eingeschlossen sind z. B. solche Kriterien wie berufliche Qualifikation, geografische und kulturelle Herkunft usw. Ein Blick in Vergangenheit und Gegenwart zeigt, dass Deutschland in den vergangenen Jahrzehnten faktisch (wenn auch ungewollt) eine Einwanderungsgesellschaft geworden ist. Ob das auch für die Zukunft gelten soll, ist eine genuin politische Entscheidung. Diese Entscheidung absichtsvoll und planmäßig zu treffen, ist das demokratische Recht einer Gesellschaft. Und es ist ein zwingendes Gebot der politischen Rationalität. Die Alternative dazu ist, diese Entscheidung dem launenhaften Lauf des Schicksals zu überlassen. Genau das aber ist seit 1. Politik der Bundestagsparteien und der aus ihnen hervorgegangenen Regierungskoalitionen. Zweitens, entscheidet sich die Gesellschaft für Einwanderung, dann ist zu klären, welche Form der Integration sich die Aufnahmegesellschaft für ihre Einwanderer vorstellt. Sollen sich Einwanderer kulturell anpassen oder nicht, und wenn ja, wie und wie weit sollen sie Lebensweise und Werte der Aufnahmegesellschaft übernehmen? Alle modernen Wohlfahrtsgesellschaften haben, soweit sie Einwanderung zulassen, die Wahl zwischen zwei Grundmodellen: Das eine ist die kulturell relativ homogene Gesellschaft. Das andere ist eine Gesellschaft, die sich wie etwa Kanada, bewusst für den Multikulturalismus entscheidet. Daraus abgeleitet gibt es zwei Grundtypen von Integration: Die Immigranten übernehmen über kurz oder lang die Kultur der Aufnahmegesellschaft. Oder die Immigranten behalten ihre traditionelle Herkunftskultur bei, eine Anpassung an die Kultur der Mehrheitsgesellschaft findet, wenn überhaupt, auf kleinstem gemeinsamen Nenner statt. Was bedeutet das alles für die Leitkulturdiskussion? Das Modell der kulturell relativ homogenen Gesellschaft braucht keine Leitkultur, denn sie ist, empirisch gesehen, ja gewissermaßen schon Leitkultur. Vom kanadischen Politikwissenschaftler Will Kymlicka stammt der treffende Begriff der „gesellschaftlichen Kultur“. Dieser Begriff hat im Gegensatz zur „Leitkultur“ den Vorteil, frei zu sein von normativen Vorbelastungen, weil er zunächst nur einen Zustand beschreibt: Gesellschaftskultur ist die empirisch dominierende Kultur einer Gesellschaft deshalb, weil sie die Grundlagen der kulturellen Integration der Gesellschaftsmitglieder liefert, und zwar unabhängig davon, ob es sich um Einwanderer oder Einheimische handelt. Gesellschaftliche Kultur gibt deshalb den öffentlichen Einrichtungen, dem sozialen, politischen und wirtschaftlichen Leben Form und Inhalt. Sie hat das Monopol im öffentlichen Raum, sie bestimmt den Feiertagskalender genauso wie die schulischen Bildungsinhalte. In diesem Sinne kann sie auch nationale Kultur genannt werden. Andere Kulturen außerhalb der Gesellschaftskultur des Aufnahmelandes finden im öffentlichen Raum nicht statt. Ausgenommen davon ist nur die Religionsausübung. Andere Kulturen sind, wenn überhaupt, ausschließlich Privatsache. Das Modell des Multikulturalismus braucht Leitkultur erst recht nicht. Nach multikulturalistischer Auffassung verträgt sich Leitkultur nicht mit dem Dogma der „diversity“ und dem Prinzip der Gleichwertigkeit der Kulturen. Und nach radikalindividualistischem Ansatz verträgt sich der Leitkulturgedanke nicht mit der Vielfalt von Lebensstilen. Vermeidet das Land die Grundentscheidung, ist das Ergebnis ein „faktischer Multikulturalismus“, weil Einwanderung, die sich selbst überlassen bleibt, zwangsläufig in die multikulturelle Gesellschaft mündet. Auch beim „faktischem Multikulturalismus“ geht es ohne Leitkultur. Und genau das scheint der Königsweg zu sein in Merkels an politischen Grundüberzeugungen so armen Welt. Wenn diese Prämissen stimmen, dann ist die neuerliche Leitkulturdiskussion nichts anderes als das neuerliche Symptom einer tiefsitzenden Orientierungslosigkeit über das kulturelle Selbstverständnis der deutschen Mehrheits- und Aufnahmegesellschaft. Der öffentliche Diskurs in Deutschland wird besonders unerfreulich immer dann, wenn es um Begriffe geht, die auf der Fahndungsliste des Aufsichtspersonals der politischen Korrektheit stehen. Zu den schlimmsten Reizbegriffen zählt die Leitkultur. Seit Friedrich Merz, damals Vorsitzender der CDU- Bundestagsfraktion, den Begriff im Jahre 2. Mal in die öffentliche Diskussion warf, kann in den Mainstream- Medien über „Leitkultur“ fast nur höhnisch oder mit Schaum vor dem Mund diskutiert werden. Dieses Mal übernahm Bundesinnenminister Thomas de Maizière die undankbare Rolle, sich an dem Begriff abzuarbeiten. Dabei ist ein buntes Sammelsurium herausgekommen, das durchaus etwas Richtiges meint. Aber statt mit der Grundfrage zu beginnen, in was für einer Gesellschaft die Deutschen leben wollen, mischen die Thesen munter kulturelle Elemente („Wir geben uns zur Begrüßung die Hand“) mit politischen Einstellungen („Die Nato schützt unsere Freiheit“) und bloßen Selbstverständlichkeiten („Wir sind Erben unserer deutschen Geschichte“). Mögen de Maizières Thesen einstweilen noch nicht das angemessene Diskursniveau erreicht haben, die Argumente der Gegenseite sind freilich nicht minder flach. Zudem ist der Leitkulturbegriff emotional so aufgeladen, dass selbst „Linksliberale“ spielend zu schäumenden Wutbürgern mutieren. Was wäre eine Leitkulturdiskussion ohne den im ewigen Empörungsmodus schreibenden Heribert Prantl von der SÜDDEUTSCHEN. Für ihn ist Leitkultur „kein integrierender, sondern ein polarisierender Begriff, ein spaltendes Kampfwort, ein Wort der Überhebung und der Überheblichkeit“, der Schlüsselbegriff der „Ausgrenzungssemantik“, wo es doch eigentlich darum gehen müsse, „eine Kultur des Zusammenlebens zu etablieren: Sie heißt Demokratie, Rechtsstaat und Grundrechte.“ Eben, genau darum geht es: um eine Kultur des Zusammenlebens. Prantl freilich scheut sich nicht, die im Lauf von zwei Jahrzehnten Leitkulturdiskussion ausgelaugten Standardargumente der Leitkulturgegner ein weiteres Mal zu strapazieren. Aber seine Argumente sind schwach, weil sie die kulturellen Bedingungen des Zusammenlebens ausblenden. Deutsche Kultur, nein danke? Wer der Leitkulturfrage auf den Grund gehen will, muss zunächst Ordnung ins Begriffsdurcheinander bringen. Leitkulturgegner behaupten, niemand könne wirklich sagen, was deutsche Kultur überhaupt sei. Es sei also unsinnig, von Einwanderern zu verlangen, sich an etwas anzupassen, was gar nicht existiere oder zumindest niemand definieren könne. Eine prominente Vertreterin dieser These ist die Staatsministerin Aydan Özoguz. Sie ist die Beauftragte der Bundesregierung für Migration, Flüchtlinge und Integration und Bundeskanzlerin Merkel unmittelbar unterstellt. Die Staatsministerin machte kürzlich die ziemlich skurrile Entdeckung, dass eine „spezifisch deutsche Kultur […] jenseits der Sprache, schlicht nicht identifizierbar“ sei. Und weiter: „Schon historisch haben eher regionale Kulturen, haben Einwanderung und Vielfalt unsere Geschichte geprägt.“ Bemerkenswert an solchen Sprüchen ist allerdings lediglich das Selbstbewusstsein, mit dem ein Mitglied der Bundesregierung sein historisches Halbwissen als Wahrheit in die Öffentlichkeit hinausposaunt. Nehmen wir einmal an, die Gesellschaft sei ein PC, dann besteht seine Hardware aus den gesellschaftlichen Strukturen und Institutionen und die Software aus der Kultur dieser Gesellschaft. Zur Kultur gehören die gemeinsame Sprache (Hochsprache), die nationale Geschichte, die gemeinsamen Symbole, Gemeinsamkeiten der Lebensweise, Bräuche, Sitten, Gewohnheiten, Werte, Normen, soziale Spielregeln, Auto- und Heterostereotypen, typische Denkweisen, Ideen, Ideologien. Dieses spezifische „Wissen“ macht die jeweiligen nationalen Kulturen aus. Sie sind so etwas wie der gemeinsame (immaterielle) Nenner einer Gesellschaft. Nationale Kulturen bestehen wiederum aus Sub- oder Teilkulturen, es gibt schicht- , klassen- , alters- und konfessionsspezifische Kulturen. Zu den Subkulturen zählen auch politische und weltanschauliche Milieus sowie regionale und lokale Kulturen mit ihren Dialekten, Bräuchen, Sonderregeln. Natürlich hat Deutschland eine nationale Kultur, die sich von anderen nationalen Kulturen Europas, der Welt oder der eingewanderten kulturellen Minderheiten unterscheidet. Schon ohne Schauspieler, Bühne und Requisiten schmunzelt man leise oder laut vor sich hin und kommt sich nicht nur einmal vor, als lese man den Text zu einer heutigen Sitcom. Die Hauptpersonen sind schnell beschrieben (Achtung, sehr britisch gewählte Namen): Algernon möchte das Mündel seines Freundes Jack heiraten. Jack möchte Algernons Cousine heiraten. Gegen beides hat Algernons Tante Lady Bracknell eine Menge einzuwenden (Name, gesellschaftliches Ansehen, Geld, gesellschaftliches Ansehen, Geld). Die beiden Angebeteten hingegen sind begeistert, denn ihre jeweiligen Verlobten stellen sich ihnen unter dem ehrenwerten Namen „Ernest“ vor – welche Frau wünscht sich keinen Ernest an ihrer Seite? Namen taufen zu lassen. Dumm nur, dass dann beide unerwartet aufeinander treffen, ohne sich abgesprochen zu haben. Das Stück ließ sich im englischen Original gut lesen, die Witze waren pointiert und resultierten gerade zu Beginn häufiger aus Wortwitz als aus Situationskomik. Britischer Snobismus aus Jane Austen- Zeiten und beste- Freundinnen- Gehabe werden gnadenlos auf die Schippe genommen, der hedonistische Dandy triumphiert. Gerade zum Ende hin, wo Wilde mehr auf die Situationskomik gesetzt hat, droht das Stück ein wenig ins Alberne abzurutschen. Das trübt aber nur unwesentlich den heiteren Gesamteindruck, den ,,The Importance of Being Ernest“ beim Lesen hinterlässt. They can't be stopped, but if we want to survive them, we've got to predict when and where they'll occur. But tornadoes continue to defy forecasters. Other violent storms, like hurricanes, are huge—covering thousands of square miles—and show up on radar and satellites long before they strike. Tornadoes are another story. Compared to hurricanes, they're tiny. And they form quickly. But killer tornadoes don't just appear out of nowhere. Every spring, warm, moist air surges up from the Gulf of Mexico, pushing into cool, dry air from the north. The warmer air fuels thunderstorms that rise into the upper atmosphere, sometimes growing into immense rotating giants known as supercells. A swirling column of air develops inside the storm, narrowing and reaching down toward the ground, becoming a tornado. Over a thousand tornadoes touch down in the United States each year. In some, a narrow funnel cloud waves and bends like an elephant trunk, while others grow wide, enveloped by rain and clouds. Most tornadoes are weak and disappear within minutes. A quarter of all tornadoes have the potential to cause significant damage. A rare few unleash the enormous energy stored in the atmosphere, generating ground- level winds above 2. And of course, if an F5 comes down your street, if you're not in a safe room or a basement or a cellar, you're probably going to be history. NARRATOR: The first line of defense against severe weather is the National Storm Prediction Center, in Norman, Oklahoma. But unfortunately, even these scientists can't predict exactly where and when a tornado, or even a thunderstorm, will strike. STEVE WEISS (Storm Prediction Center): We don't have a very good picture of the potential of thunderstorm activity and exactly where it might be able to develop. We all wish that we could pinpoint the exact location where severe weather will strike and tell people what time it's going to strike, but the science hasn't reached that point yet. NARRATOR: The storm center monitors the atmosphere across the entire continent and then uses computer programs to try to predict where the most dangerous storms will develop. If general conditions look strong for tornadoes, the storm center issues a tornado watch, often covering tens of thousands of square miles. BARBARA WATSON (National Weather Service): When we issue the warning, the warning is supposed to mean that that tornado has been detected, it is there.
